is it ok to hang window curtain panels 1 foot above the floor?

Is the bottom of your window one foot above the floor? The curtains should hang about an inch lower than the bottom of the window. If it is a small window set up higher in the wall and you are trying to acheive the effect of a longer window, it would be alright as long as you planned to keep them closed.
