Shaped Valance

What kind of curtains can I put up over vertical blinds?
I rent an apartment and I need to put curtains up over the existing vertical blinds (that stand out from the window) to keep out the freezing cold!
Because the blinds stand out I need the curtains to wrap around the sides, not just on a pole – but like the shape of an un-bent staple for example – so there is no gap between the window sill and the curtains on the sides.
Is there a piece of hardware, prefab thing I can by for this result or something you would suggest to help me do this custom myself. I am only mediocre-handy. I planned on building my own wooden valance.

I am freezing, I have no heat 
They make curtain rods like you have described. If your windows are wide, you should use a center support.
I got my rods at JC Penney. Home improvement stores may also have the size you need.
